Does RLGN get confirmed?
Behaves as a remote-location list: it is fed by its own quota rather than by cancellations across the whole route. Read it as an RLWL. The word 'general' in the name does not give it general-quota behaviour.
What is the difference between RLGN and GNWL?
GNWL is fed by cancellations anywhere along the train's route, which makes it the largest pool and the most likely to clear. RLGN draws on a much narrower source, so the two numbers are not comparable — a low RLGN position can easily be worse than a much higher GNWL one.
